What are the requirements?
Land Requirement

The retailer must own or acquire land with a minimum size of 1.5 Kanal or 30 Marla. The shape of the land, its location, and proximity to other retail outlets are also of prime importance. The front area requirement is 100 ft.

Lease Period

The lease period is a minimum of 19 years, subject to agreed terms and conditions.

Buildings and Structure

Any structures constructed by the investor must adhere to JPPL’s standard design specifications.


All equipment must be sourced through JPPL-accredited vendors.


JPPL will provide all branding materials and signage.

Once the NOCs are obtained and construction approval is granted, JPPL will supply the general layout and design of the fuel station prior to construction. Our Engineering team will oversee the construction phase to ensure compliance with standard specifications. However, the dealer will bear full responsibility for the site construction

The average investment required, excluding the cost of land, is PKR 30 million for buildings, facilities, and equipment, plus PKR 10 million for working capital, which includes the joining fee and security deposit. This amount may vary based on the size and location of the service station.

JPPL offers financial support to dealers in the form of a credit facility, available six months after the commencement of pump operations and contingent on various factors. For more details, please contact us.

The construction of a basic JPPL fuel station typically takes about 6 to 8 months. However, this time frame can vary depending on factors such as the station’s size, location, the facilities to be installed, and the acquisition of necessary permits.

The estimated time for conversion is 3 to 4 months. However, the actual duration can only be determined after evaluating the size and facilities of your station.

Our primary responsibility is to our customers, and our application process consists of 10 straightforward steps to ensure your suitability for partnership: 

  • Present the site for approval.
  • Submit the application.
  • Conduct preliminary studies to determine site suitability.
  • Receive an offer.
  • Sign the lease and dealership agreement
  • Obtain NOCs from relevant government departments.
  • Get approval for the building plan.
  • Construct the station.
  • Acquire the K-Form for marketing petroleum products from the explosives department.
  • Begin operations as a JPPL dealer.
